you can check privilages for this document. in the SQL

SELECT * FROM WFSecurities WHERE SEC_WFDID = ....

maybe you'll see some differences

I didn't notice it at first, but the BPS group login had a Polish character. Action changed the Polish sign into a regular o.

there is a little difference ;)
one userguid has "ó" but second has "o"
